Information for law enforcement

We don't collect your data, so we have nothing meaningful to hand over. Frozen Chat is built so that even we can't see who you are, who you talk to or what you say.

We don't have your data

Frozen Chat is end-to-end encrypted and collects no personal information. There is nothing for us to hand over about what people say or who they are:

  • No messages, calls, files, voice messages, groups or profiles: they are encrypted on users' devices and we never have the keys.
  • No names, phone numbers, e-mail addresses or contact lists: we never ask for them.
  • No IP addresses, connection logs or locations: we don't log them.
  • No record of who talks to whom: messages are delivered in sealed envelopes without the sender, and contact lists live only on users' devices.
  • No payment identity: licence keys are not linked to the people who bought them.

The only records that exist are the bare minimum the service needs to run: that a username exists, the date it was created, its licence status, and its public encryption keys (which are public by design). Everything else we hold is encrypted data we cannot open.

Payments are made in cryptocurrency, so we never receive a name, card or bank details, and licence keys aren't linked to the people who bought them.

How to send a request

  • Send requests to [email protected] from an official government e-mail address.
  • Include the exact username(s), the legal basis and issuing authority, a reference number, the data requested, and a contact for follow-up.
  • We require legal process that is valid in our jurisdiction. Requests from other countries should come through mutual legal assistance or another process recognised there. We review each request and may challenge or narrow requests that are unlawful, overbroad or not properly served.
  • Preservation: on a valid request we can preserve the few records listed above while formal process is obtained.
  • Emergencies: if there is an imminent risk of death or serious physical injury, mark the e-mail “EMERGENCY” and explain the emergency. We may voluntarily disclose what we have where the law allows.

User notice

Our policy is to tell users about requests for their data before disclosing it, unless we are legally prohibited from doing so, or doing so would endanger someone or a child, or the case involves child sexual exploitation.
